Administrative, Health & Safety Management Officer   

Almaty | Kazakhstan (KZ) | Full-time | Permanent | Sales & Marketing & Customer Service | Professionals 

 

 

 

To ensure effective implementation of Health, Safety and Environment (HSE) standards in line with local legislation, and to manage administrative operations of the Kazakhstan office to support efficient business performance.

Key Responsibilities

1. HSE (Health, Safety & Environment)

  • Develop, implement and maintain HSE policies, procedures and instructions in accordance with Kazakhstan legislation and STADA Group standards.
  • Ensure compliance with all applicable HSE regulatory requirements (inspections, permits, documentation, reporting).
  • Conduct regular HSE risk assessments, audits and inspections of offices / facilities; prepare action plans and monitor implementation.
  • Organize and conduct HSE trainings and briefings for employees and contractors (induction, regular, targeted).
  • Investigate incidents, accidents and near-misses; prepare reports and implement preventive and corrective actions.
  • Maintain all HSE documentation, logs and registers; prepare regular HSE reports and KPIs for local management and regional HSE.
  • Coordinate emergency preparedness and response: evacuation plans, drills, first aid kits, firefighting equipment, etc.
  • Cooperate with local authorities, inspection bodies and external auditors on HSE-related matters.

2. Administration / Office Management

  • Oversee day-to-day office operations in Kazakhstan (office services, supplies, reception, facility issues).
  • Manage contracts with office-related vendors and service providers (landlord, cleaning, security, office equipment, utilities, etc.).
  • Coordinate business travel arrangements and related administrative support (tickets, accommodation, visas where needed).
  • Support onboarding/offboarding from an administrative perspective (access cards, workplaces, office equipment).
  • Ensure proper document flow and archiving of administrative documents (contracts, invoices, letters).
  • Plan and monitor the office/admin budget in cooperation with Finance.
  • Support organization of internal meetings, events and visits (logistics, rooms, catering, materials).

Requirements

  • Valid HSE-related license/certification in Kazakhstan (labour protection / industrial safety) or readiness to obtain it within the probation period.

Professional experience

  • 3–5+ years of experience in HSE roles (preferably in pharmaceutical, FMCG, manufacturing or international company environment).
  • Proven experience in office / administrative management or combined HSE & Admin role is an advantage.
  • Experience interacting with regulatory authorities and passing inspections/audits.

Knowledge & skills

  • Strong knowledge of Kazakhstan HSE legislation and regulatory requirements.
  • Understanding of international HSE standards and practices; knowledge of ISO 14001 / ISO 45001 is a plus.
  • Practical experience in risk assessment, incident investigation and HSE training.
  • Strong organizational and multitasking skills; ability to manage several streams (HSE + Admin) in parallel.
  • Confident PC user (MS Office, Outlook; experience with HSE reporting systems is an advantage).

Languages

  • Fluency in Russian and/or Kazakh.
  • Good command of English (written and spoken) for communication with STADA regional and global teams.

  • Strong sense of responsibility and attention to detail.
  • Ability to build effective working relationships with different stakeholders (management, employees, authorities, vendors).
  • Strong communication and influencing skills; ability to promote safety culture within the organization.
